How California Created Energy Efficiency Policy for Itself and the World

In 1974, the California Legislature adopted the Warren-Alquist State Energy Resources Conservation and Development Act. That ambitious statute created the California Energy Commission and, in the process, fundamentally re-ordered this state's paradigm for developing energy policy. (#15587)
